The Comptroller’s Commission of the National Assembly will investigate the irregular contracting of the company Ex-CLE S.A. with the illegitimate National Electoral Council (CNE), to substitute Smartmatic, in the conduction of the technical part of the electoral processes. The same company that was contracted by the regime to implement the BIOPAGO systems through the Biometric technology in the Banco de Venezuela, Bicentenario, Del Tesoro and designed the use of the Carnet de la Patria.

The denunciation was made by the deputy for the Lara State, Guillermo Palacios, during the ordinary meeting of the mentioned parliamentary instance online. He exposed during his intervention that this Argentinean company has been tutored by the now Minister of Communication Jorge Rodríguez.
In the meeting it was agreed to open an investigation on this accusation, to invite to the midst of the parliamentary instance the former electoral director, Rafael Simón Jiménez, who publicly requested an investigation of this contract as well as the Directors of the NEC presided by Tibisay Lucena on the date this contract was approved.
Likewise, a Special Commission was appointed for the investigation of this accusation that will be coordinated by Representative Guillermo Palacios and formed by Representatives Julio Montoya, Ismael León, José Prat and Robert Alcalá.
In his intervention, Deputy Palacios explained in detail that the Argentinean company provided its services in Venezuela when Rodríguez was President of the National Electoral Council to work on the recall referendum.
“At that time there was a close alliance between Hugo Chavez and Nestor Kirchner, the president of Argentina at the time. In addition, as Mayor of Caracas, Jorge Rodríguez had an important participation in the implementation of the collection system of the National Electoral Council,” explained Deputy Palacios.
The congressman from Lara State revealed that the company Ex-CLE S.A, was hired by the regime to implement the BIOPAGO systems through the Biometric technology in the Banco de Venezuela, Bicentenario, Del Tesoro and designed the use of the carnet de la patria, which is the social control instrument used by the regime in electoral processes.
As he understands it, it is unheard of that this same company has been selected, one that has been in charge of capturing the fingerprints of Venezuelans for electoral use, a control system that has violated the human rights of Venezuelans and has given rise to the realization of fraudulent and false electoral events.
“For example in the elections of May 20th, 2018 and the selection of the false Constituent Assembly, that forged a systematic corrupt and outlaw action of the state organs in order to harm the interests of the great majority of Venezuelans who want a change in the country and that under these parameters we do not hesitate to qualify as a fraudulent farce concocted for December 6th of this year,” warned Palacios.
He explained that in addition to the fact that this company was irregularly hired for not complying with the requirements of the Public Contracts Law, and with an unknown trajectory and experience in electoral matters, it is worth noting that there is another company that was constituted in 2016 called Excle Soluciones Biométricas C.A.
“The same company that admitted as an achievement to have biometrically identified more than 35 million voters in 2017, when in 2012 they specified that there were 19 million eligible voters. This means that there was a biometric duplicity that to date has not been explained to the country what it consists of, nor where these duplicities came from. In the end this is easy grass (opportunity) to inflate the regime’s votes”.
